Anne O'Donell Anne is an expert on child rights and holds a master’s degree in child rights (University of Geneva). She was Head of Citizen Participation (2011 – 2017) in the former Department of Children and Youth Affairs in Ireland. She developed Ireland’s first National Strategy on Children and Young People’s Participation in Decision-making (2015 – 2020) and Ireland’s National Framework on Children and Young People’s Participation in Decision-making (2021) on behalf of and in cooperation with Ireland’s Department of Children, Equality, Disability, Integration and Youth (DCEDIY) and in collaboration with Professor Laura Lundy. Anne holds a Diploma in training and evaluation and is a trained facilitator and facilitation trainer. She has developed and facilitated professional learning programmes for a wide range of public bodies across Ireland alongside offering support, guidance and case studies to support their learning and practice. Anne was also of the Expert Advisory Group for Creative Youth (2018 – 2022) that oversaw implementation of the first Creative Youth Plan.
